Demand side management, a favorite regulatory program in the 1980's and early 90's, was relegated to second class citizenship with the advent of deregulation. But now, popular sentiment - pushed especially by concerns over climate change - has brought DSM back to the spotlight. In its second round of life, will regulators fix the regulatory deficiencies of the first go-around, can utilities turn this into a growth initiative, and, most importantly, will consumers finally embrace energy efficiency and conservation and make it a social and cultural value that produces significant demand reductions? |
